【摘要】:ThisTechnicalReportprovidesguidanceonprocessofdefiningofaSamplingPlanbasedontheobjectiveofthetestingprogramme.Itspecificallydealswiththestrategicdecisionsthatareneeded,basedonthesamplingobjective.NOTE1Giventhegreatvarietyofwastetypes,samplingsituationsandobjectives,thisTechnicalReportcannotprovidedefinitiveinstructionsthatcoverallscenarios.Instead,itdiscussesthebasicstatisticalapproachtobefollowed,andprovidesstatisticaltoolsthatcanbeappliedtodeterminetheamountandtypeofsampling(e.g.numberofsamplesandsamplesize)inanygivensituationtoachieveresultsofadequatereliability(i.e.precisionandconfidence).NOTE2Thedocumentprovidesconsiderabledetailoncurrentbestpractice,butisnotexhaustive.NOTE3Toclarifythetext,thedocumentprovidesanumberofworkedexamples.
